Read lots of poker books, watch poker tutorial videos (Howard Lederer’s series is excellent!) and play lots and lots of poker. You can start out playing online for free to get a grasp on the basics. After you think you have the basics nailed down pretty good, have some friends over for a poker game or mini-tourney at your house. Once you are able to routinely kick your friends butts, then you are ready to try your hand at a real table or tournament, but even then you should start small. Play a $1-$2 cash game or a relatively low buy-in tourney (Less than $50) just to see how you do against a field of regular players. If you do alright, then you are where you should be and the only thing left to do is play, play, play! The more hours spent playing, the more experience you gain. The more experience you have, the better you are.

yea any beginner can get lucky and win, but if you want to win regularly on a consistent basis, you need to get a lot of experience. There is a significant amount of luck involved in poker, and even if you are the best player, some player could get luckky and beat you at a pot.
If you want to get good, then i’d read lots of poker books, get lots of experience, and learn while you play. good luck.
